③采取可行的海洋环境保护措施。
a.减少陆源污染物的入海量。主要措施有调整沿海大中城市工业布局，对污染严重的企业要定期治理或关、停、并、转、迁，建设污水处理厂，开展三废综合治理利用等。
b.对港口、运输船舶和钻井船装备安装油水分离装置和含油污水接收处理设施。
c.各油田配置围油栏、化学消油剂和溢油回收船。
