海洋污染，是一个国际性的问题。保护海洋环境，防止海洋污染，是各国的共同要求。海洋污染的特点是：污染源广、有毒有害物质的种类多、扩散范围大、危害深远、控制复杂、治理难度大。因此，海洋污染比起陆上的其他环境污染要严重和复杂。
此外，海洋污染还直接危害沿海人民的身体健康。。。

①对海洋环境进行调查、监测，进一步加强对海洋的管理。海洋环境调查和监测是海洋环境管理的重要组成部分和基础性工作。只有对海洋环境现状和发展趋势摸清楚，才能有针对性地采取切实可行的对策和有力的措施，改善、保护和保全海洋生态环境。
②制订和执行海洋环境保护法规。我国对海洋环境保护十分重视，1982年就颁布了《中华人民共和国海洋环境保护法》，还相应颁布了《防止船舶污染海域管理条例》、《海洋石油勘探开发环境保护管理条例》、《海洋倾废管理条例》、《自然保护区条例》、《水污染防治法》等10多个条例，10余项部门规章和海水水质标准等，形成了比较完整的海洋环境保护法规体系。有关部门认真贯彻执行这些法规，取得了重大的成果。
③采取可行的海洋环境保护措施。
a.减少陆源污染物的入海量。主要措施有调整沿海大中城市工业布局，对污染严重的企业要定期治理或关、停、并、转、迁，建设污水处理厂，开展三废综合治理利用等。
b.对港口、运输船舶和钻井船装备安装油水分离装置和含油污水接收处理设施。
c.各油田配置围油栏、化学消油剂和溢油回收船。
建立海上疏浚物倾倒区、空中放油区，建立倾倒许可制度，并加强对倾倒区的环境质量监测，逐步停止在海上倾倒工业废物，禁止工业废物和阴沟污泥在海上焚烧。
d.严格禁止在海上处理一切放射性物质。
实行海岸带综合管理，如对以煤和油为燃料的船舶的海滨砂矿开采、近海油气开发、工业化的捕捞和养殖、海岸工程的建设、沿海地区工业的发展和人口的增加，滩涂围垦和围海造地，过度抽取地下水，以及各种海洋资源的开发利用等活动实行综合管理。
e.限制捕捞数量、实行休渔制度和渔船报废制度，禁止使用各种围网捕鱼；投放人工渔礁，促进鱼类繁殖，保护水产资源。
f.建立各种自然保护区，如红树林自然保护区、珊瑚礁自然保护区、滩涂湿地自然保护区、海洋生物多样性自然保护区、珍稀濒危物种自然保护区等。
④加强国际合作，保护海洋生态环境。世界海洋是一个整体，也是全人类共同的资源宝库。国际上目前已经十分重视这项工作，如1982年的《联合国海洋法公约》等一系列海洋法规的制订，各涉海国际组织的频繁活动，1992年召开的“联合国环境与发展会议”通过《21世纪议秘》等。我国是一个海洋大国，在这方面也已做了大量的工作。我国相继加入了国际海事组织等近20个涉海国际组织，参加了《联合国海洋法公约》的制订工作，并于1996年批准了该公约。我国还参与许多国际协定的制订工作，并与几十个国家签订了大量的双边和多边协定。我国在和各国海洋科技合作与交流活动中做出了积极贡献。
